According to the Order of the Federal Water Resources Agency dated 16.08.2019 No. 205 “On approving the composition of the basin council of the Angara-Baikal Basin District”, the general manager of the Lake Baikal Foundation Anastasia Tsvetkova was included in the Basin council of the Angara-Baikal Basin District as a “representative of the public association”.
Basin councils are created with the aim of ensuring the rational use and protection of water bodies in twenty-one basin regions of the Russian Federation (including the Angara-Baikal District) that are composed of river basins and associated underground water bodies and seas. Basin councils develop recommendations in the field of water bodies use and protection within the boundaries of the basin district, which are taken into account while developing schemes for the integrated use and protection of water resources. Basin councils include representatives of the federal executive bodies authorized by the government of the Russian Federation, representatives of government bodies of the Russian Federation constituent entities, representatives of local governments, as well as representatives of water users, public associations, and indigenous communities of the North, Siberia and the Far East of the Russian Federation. The Councils are formed for a period of five years. The process of their creation and operation is regulated by the Government.
